"Salaspils Siltums" Ltd. is a modern heat power company. "Salaspils Siltums" provides district heating to households in Salaspils and Saulkalne at the lowest possible prices. For the past five years "Salaspils Siltums" Ltd. has been implementing progressive environmental policies to ensure that all processes are sustainable and environmentally friendly. The company is continuously working towards becoming more sustainable in order to have a minimal negative impact on the local environment.

"Salaspils Siltums" delivers approx. 60 000 MWh of heat to consumers per year.

About 85% of the population of Salaspils uses district heating.

History and development of the company

The history of district heating in Salaspils Municipality started in 1970 when the first boiler house was built. At the time heat was produced from mazut, which contained sulphur. The city grew rapidly and the boiler house couldn’t provide the necessary amount of heat. Therefore, in 1977 a new heat network was built from Riga’s TES-2 to Salaspils. The total length of this network was 10.5 kilometres. Because of noticeable heat losses in this network, in 1995 a decision was made to abandon the detrimental heat network and renovate the local boiler house.

“Salaspils Siltums” Ltd. was founded in 1996.

Since 2010, rapid growth of the company has been observed. An ambitious process of modernisation and process optimisation has been launched:

      • In the period of time from 2010 till 2017, old boilers were replaced with more efficient units;
      • In 2010, the heat network was entirely reconstructed in Saulkalne;

      • In 2012, a new backup boiler was installed in the boiler house in Saulkalneл;

      • In 2011/2014, the heat networks in Salaspils were reconstructed;

      • Until the end of 2012, all heat was produced using natural gas. To gain energy independence, optimise the use of resources and reduce the negative impact to the environment, with the support of the European Union Cohesion Fund, a woodchip boiler house was implemented. To raise overall efficiency of the system, in 2015 the woodchip boiler was updated with a flue gas condenser.

      • In 2012/2013, a remote data system was introduced. The remote data system allows consumers to monitor production processes and heat consumption online. Heat loss in the network is reduced by controlling the reversing heat temperature.

As a result of modernisation, in 2016 “Salaspils Siltums” reduced the amount of CO2 emissions by 80%, in comparison with 2011. At the same time the tariff has been decreased by 23%.

“Salaspils Siltums” thinks about the future by taking actions now. The company accurately controls and analyses the consumption of resources. Salaspils Siltums is one of the first heat power companies in Latvia to acquire the international energy management certificate LVS EN ISO 50001:2012.


Projects implemented with European Union (EU) structural funds

On 27 May 2011, the company signed an agreement with the Latvian Investment and Development Agency, Contract No. L-PCS-11-0012, regarding the project "Main heating pipeline reconstruction from camera K-1-4-1 to the railroad station "Salaspils" in Salaspils" (Project No. PCS/3.5.2.1.0/10/02/023).

 

On 26 September 2011, "Salaspils Siltums" Ltd. signed an agreement with the Latvian Investment and Development Agency, Contract No. L-PCS-11-0023, regarding the project " "Salaspils Siltums" Ltd. woodchip heating boiler house with moving grate technology”. (Project No. PCS/3.5.2.1.0/10/02/028).

 

On 16 May 2013, "Salaspils Siltums" Ltd. signed an agreement with the Latvian Investment and Development Agency, contract regarding the project “Heating system reconstruction in Salaspils” (project No. PCS/3.5.2.1.1/12/04/041).

In 2014, the heating pipeline reconstruction project was also implemented in collaboration with the European Union Cohesion fund. Within the framework of the project, pipes at Meža, Imanta Ieviņa, Lazdu, Miera, Kluba and Stacijas streets were exchanged, totally reconstructing 1.3 km of the District Heating network.

 

On 16 April 2015, “Salaspils Siltums” Ltd. signed an agreement with the Latvian Investment and Development Agency, contract No. L-PCS-15-0143, regarding the project “Improvement of heating energy efficiency in Salaspils” (project No. PCS/3.5.2.1.1/14/06/046).
